Worksheet for Drafting XFT Charter
Background.  Summary of why and how team was selected, how aligned with company vision. Flow from objectives, strategies to the cross-functional team.
 
Mission/Objectives.  What, for whom, so that.  Include measurable key objectives as sub-bullets to higher level mission with completion timing or other key criteria.
 
Key Deliverables.  What are the tangibles that tell the team the project is done? What and when? Is it a research report? Software? Handoff to team or function? A prototype...?
 
Boundary Conditions.  Clarify what is/is not a part of the cross-functional team's purview. Relevant authorities, funding, resources and  scope are examples. Functional versus team boundaries are crucial here.
 
Planning.  A simple Gant or milestone chart given what is known at the start.  May include research, requirements, design, implementation, delivery markers.
 
Measures. If not already defined above, what key measures will be used to assess completion? What in-process measures will the team use to make mid course corrections?
 
Reporting to Management.  How to meet the expectations of sponsors, functional heads, and other owners? Periodic steering committee reviews, sponsor contacts for example.
 
Other Communications.  Beyond reporting, how will the cross-functional team inform or engage other key constituencies that have a stake in the team’s work? Web sites, focus groups, e.g.
